More and more people around the world are being forced to flee their homes and countries—many of them children who must leave behind their homes and schools due to war, violence, natural disasters, or poverty.
Take action to ensure that all people can enjoy the right to education in contexts of emergency, refuge, displacement, or any other migratory situation by endorsing the Safe Schools Declaration.
Adopt effective mechanisms to monitor and report violations of the right to education in emergency situations, establishing concrete responsibilities for states to investigate attacks on education.
Respect and enforce international humanitarian law norms aimed at protecting education. Standards and actions must be adopted to prevent violence and the recruitment of children and adolescents, and schools and universities must remain free of any military use..
Protect education professionals and promote a curriculum centered on peace and human rights. It is essential to create protection protocols for students and teachers in emergencies, including psychological support measures. The curriculum must include gender perspective, peacebuilding, conflict resolution, risk management, and climate change mitigation and adaptation.
Comply with the Law on Cooperation for Sustainable Development and Global Solidarity, increasing investment in ODA (Official Development Assistance) to reach 0.7% of GDP by 2030.
Focus efforts on supporting basic education, honoring Spain’s commitments to existing multilateral initiatives, and allocating 8% of bilateral ODA to education.
Increase its contributions so that at least 10% of humanitarian aid goes to education.
Allocate at least 3% of total ODA to Education for Sustainable Development and Global Citizenship, to advance toward achieving target 4.7, with special attention to programs that include education for refugees and migrants.
Respect human rights in migration governance actions and in international protection procedures, including the right to education for all migrant and refugee individuals, with special focus on the Implementation Plan for the European Pact on Migration and Asylum.
Ensure the best interest of the child and the full guarantee of rights in migration and international protection procedures.
Increase public funding and budgets for education, especially those aimed at guaranteeing educational equity, supporting compensatory education programs, and investing in trained and specialized personnel and support programs.
Adopt a gender-sensitive approach in all external actions related to humanitarian aid and development cooperation.
